Created in Cinema 4D. I saw this http://goo.gl/7EbvFI and that they had a tutorial as well goo.gl/NSa7t2 Opened up the tutorial and realized that they were using the XParticles plugin. Since I don't own that I closed the tutorial and made mine work with generated hair. Turned the hair to geometry and then used a cloner to attach the water drops. I should have referenced theirs a little more though especially for the gradient.
